WhatsApp Business Platform charges for messages delivered to recipients in Romania, regardless of where the sending business or its Business Solution Provider is located. For the current rate card, marketing messages to Romania are $0.0860 each. Marketing is always chargeable, including during an open 24-hour customer service window, unless the conversation is inside Meta's separate 72-hour free-entry period. Marketing also receives no monthly volume discount. That makes correct template classification important: a message treated as marketing will keep the same published rate even when monthly delivery volume becomes large.
